Many articles and emails have recently documented the crisis in the arts for Miami-Dade County, with the Commission considering elimination of all grants to 400 organizations.
We have long appreciated the tremendous support given by the Miami-Dade Department of Cultural Affairs, undoubtedly one of the best such departments in the country. Without this funding, many organizations that we all know and love will not be able to continue providing their important programs, affecting artists, administrators, patrons, and perhaps most importantly children served by education, outreach, afterschool and summer programs.
If you can, write your Commissioner to ask for continued funding for the Arts in Miami-Dade. I will continue to update as news is released.

Message from Division of Cultural Affairs
Hello All,
I am sure you are all aware of the Economic Stimulus Package that was passed by Congress last month. This package included a $50 million allocation to the National Endowment for the Arts (NEA) for the Arts and American Recovery Reinvestment Act of 2009 (ARRA). The NEA has established a grant program to distribute $30 million and $20 million is going directly to state and regional arts agencies. The Division anticipates receiving approximately $393,000 of the $20 million to disperse to Florida arts organizations.
We do not have many firm answers for how this application process will work right now, but there are a few important points that I would like to make sure that you all are aware of. Please keep in mind that we will make every effort to keep you all informed as we get new information.
Please forgive the bullets, but I want to make sure these points are clear to all of you:
The Division must submit an application to the NEA by March 13th detailing the program that we will use to award the $393,000 allocation. This program is currently in development. Once our application is reviewed and approved by the NEA we will be able to give you more information about the process the field will use to apply and a timeline for implementation.
The focus of all funds in the entire $50 million allocation must be on job retention and job preservation. If you are considering applying for any of these funds this is what your application must focus on.
There are two ways that you may access the $50 million dollar allocation funds. You may only accept one grant award from this stimulus funding – regardless of how many applications you make to the various programs.
By applying to the Division (for a portion of the $393,000). DCA will be publishing program eligibility for these funds as soon as we have it available. We do know that this grant program will occur on a very short timeframe and must be handled on a quick turnaround. We know that you probably have many other questions about this, but the best advice that we can provide you to prepare right now is to look closely at how the current economic climate has affected jobs in your organization and how the loss of these positions has affected your organization in its core mission-driven functions.
By applying to the Southern Arts Federation (for a portion of the $20 million awarded to state and regional arts agencies). SAF is in the process of developing a program for distribution. For information as it becomes available, visit their website http://www.southarts.org
By applying directly to the NEA or Local Arts Agency subgrant of the NEA (you will be applying for a portion of the $30 million that they are dispersing). To apply directly to the NEA you must have received a grant directly from the NEA in the past 4 years. If you have any questions as to whether or not you received an NEA grant in the past four years, please check the NEA website (www.arts.gov). The deadline to apply for this is April 2nd. Please read the guidelines (located at http://www.nea.gov/grants/apply/recovery/) carefully as there are stipulations on eligibility and awards.
Here is what you can do right now to prepare:
Register for a DUNS number (if you don't already have one). DUNS numbers are a unique nine-digit number that identifies your organization. This number is required to apply for these funds. The assignment is free and you can complete the registration process online at this link: http://fedgov.dnb.com/webform/displayHomePage.do;jsessionid=12C5F0D1CA3E3321C207C212AB3034B6. Please note: if you have any questions about the DUNS number, please use the contact listed on the link above for more information. Division staff does not have any expertise on the DUNS number or the registration process; it will expedite your request if you contact them directly.
Register for the Central Contractor Registration (CCR). CCR registration is the primary registrant database for the federal government, and will be another requirement for application to the stimulus funds. To begin the CCR registration process visit this link: http://www.ccr.gov/.

Multi-Arts Production Fund
The Multi-Arts Production (MAP) Fund, a program of Creative Capital, supports original new work in all disciplines and traditions of the live performing arts. The goal of the MAP Fund is "to assist artists who are exploring and challenging the dynamics of live performance within our changing society, thus reflecting our culture's innovation and growing diversity." MAP seeks especially to support work that brings insight and vibrant critique to the issue of cultural difference, be that in class, gender, generation, ethnicity, or tradition. Applications for MAP support must come from organizations based in the United States that have current nonprofit federal tax status. Nonprofit artist-services organizations may apply as fiscal sponsors on behalf of unincorporated artists or ensembles. The MAP Fund supports only artistic projects that contain or will contain a live-performance component. Support may be applied to any phase of a project, up to and including its premiere run. The touring of completed projects is not eligible for MAP funding. MAP is especially interested in providing support to work early in its development. Eligible projects must not have premiered in or outside the United States before September 1, 2009. All proposals are evaluated on the basis of the following criteria, which are weighed equally: the artistic strength of the proposed project; how well a project aligns with the MAP Fund's goal of supporting innovation in all traditions and disciplines of live performance, especially work that brings insight to the issue of cultural difference, be that in class, gender, generation, ethnicity, form, or tradition; and the viability of the project based on applicant's professional capabilities as demonstrated by their proposal. Up to forty awards are given each year. Award amounts range from $10,000 to $45,000. The average award amount is $22,000. Application deadline: January 20, 2009.

Home Depot Foundation Affordable Housing Built Responsibly Grant Program 2009
The Home Depot Foundation, through the Affordable Housing Built Responsibly Grant Program, administers funding to nonprofit organizations whose missions align with the foundation's interests in supporting the production and preservation of affordable, efficient, and healthy housing. The foundation makes grants to 501(c)(3) tax-exempt public charities in the United States and to charitable organizations in Canada. To better support its mission, the Home Depot Foundation awards most of its grants by directly soliciting proposals from high-performing nonprofit organizations with demonstrated ability to create strong partnerships, impact multiple communities, and leverage grant resources. In order to identify potential future nonprofit partners or respond to unique community revitalization opportunities, a limited amount of unsolicited grant funding is set aside to be awarded through a competitive process. Preference is given to proposals that encourage community involvement and result in the production, preservation, or financing of housing units for low to moderate income families. The most promising proposals will incorporate a number of "green" building design practices. Also, in 2009, preference will be given to proposals that clearly demonstrate how urban forestry strategies will be utilized to create healthier, more vibrant communities. The foundation makes Affordable Housing Built Responsibly grant decisions three times per year and grants typically range from $50,000 to $125,000 each. Letters of inquiry are due on March 1, 2009; and July 1, 2009. The foundation will consider only one proposal from the same organization per calendar year.

Small Cities Community Development Block Grant (CDBG) Program
The Department of Community Affairs (DCA) announces anticipated funding availability under the Florida Small Cities Community Development Block Grant (CDBG) Program. Subject to the receipt of funding from the U.S. Department of Housing and Urban Development (HUD), the Department will allocate an estimated $17.6 million of Federal Fiscal Year 2008 funding for Commercial Revitalization, Housing Rehabilitation and Neighborhood Revitalization projects. In addition, approximately $138,779 will be available for Planning and Design Specifications grants. In order to be eligible to apply in these categories, applicants cannot have an open grant in any of the three program categories. Baltimore, MD - July 21, 2008 - Mid Atlantic Arts Foundation announces a major expansion of USArtists International (USAI) effective immediately. The Foundation received grants of $500,000 from The Andrew W. Mellon Foundation and $100,000 from the Trust for Mutual Understanding in support of USAI. A program of Mid Atlantic Arts Foundation in partnership with the National Endowment for the Arts, USAI is the only national initiative solely dedicated to promoting the work of American performing artists abroad. Formerly limited to supporting dance and music ensembles invited to perform at international festivals in Europe, USAI will now encompass festivals anywhere in the world outside the United States. The program will also be open to support American theater companies and solo performances in all performing arts d isciplines.

The AARP Foundation has announced its second annual Women's Scholarship Program. The scholarships will provide funds to women 40+ who are seeking new job skills, training and educational opportunities to support themselves and their families. The AARP Foundation Women's Scholarship Program is available to eligible individuals with moderate to lower incomes and limited financial resources. To be eligible for the scholarships, applicants must: be female age 40 or over (as of August 31, 2008); be able to demonstrate financial need; and be enrolled in an accredited post-secondary school or training program within 6 months of the scholarship award date. Priority consideration is given to women in three categories: women raising children of another family member (such as grandparents raising grandchildren, or those raising siblings or nieces/nephews); women who have been out of the workforce for an extended period of time; and women in dead end jobs (those with no opportunity for advancement, low pay and lacking either health or retirement benefits). Miami-Dade County’s Department of Cultural Affairs and The Children’s Trust seeks to fund non-profit organizations that will provide underserved children with opportunities to attend established high quality cultural arts and/or science summer camp programs at little or no cost for the 2008-2009 fiscal year. Priority attention will be given to projects that address children whose ability to participate in such programs may be limited by geography, economics or disability. Award ceiling: $30,000. Tourist Development Council Grants Program

Description
The Cultural Programs Division of the Office of Citizen Exchanges, in the Bureau of Educational and Cultural Affairs announces an open competition for grants to implement programs that utilize the arts to engage civil society - particularly youth and diverse and underserved populations - and that foster linkages and build partnerships between U.S. and overseas non-profit arts and cultural organizations, and local communities. These international arts exchange projects will encourage democracy building by demonstrating opportunities for freedom of thought and expression and by underscoring the importance of empowerment in an open society. The Bureau anticipates that approximately 1,250,000 will be available to support this competition. ECA/PE/C/CU expects to fund approximately two to four projects under this competition in FY-2008. U.S. public and non-profit arts and cultural organizations meeting the provisions described in Internal Revenue code section 26 USC 501 (c) (3) may submit proposals that support the goals of the Arts Exchanges on International Issues Program. As applicable, programs should include two-way exchanges of participants from the U.S. and foreign countries. Proposed projects should transform institutional and individual understanding of key international, arts and/or cultural issues, foster dialogue, develop professional expertise and develop leadership capacity. Through these people-to-people exchanges, the Bureau seeks to reach out to young people, counter negative perceptions, promote good governance, contribute to conflict prevention and management, and build respect for cultural expression and identity in the world. Projects should be structured to encourage American professionals and their international counterparts in eligible countries to develop a common dialogue for dealing with shared challenges and concerns. The Bureau is especially interested in engaging socially and economically diverse groups that may not have had extensive contact with counterpart institutions in the United States.

To be eligible, organizations must be located in communities where Target does business. Grants will be awarded to nonprofit 501(c)(3) organizations, schools, libraries, or public agencies for nonprofit programs that impact arts, early childhood reading, or family violence prevention. Arts grants are awarded to programs that bring the arts to schools or make the arts accessible to children and families. Early childhood reading grants support programs that foster a love of reading and encourage children, from birth through age nine, to read together with their families. Family violence prevention grants support programs that strengthen families and communities by keeping them safe. Support will be awarded for projects or programs. The average grant amount is between $1,000 and $3,000. For communities offering unique opportunities outside the scope of the program's focus areas, Target provides each store limited funds for Target GiftCard donations. GiftCard donations are available March through December, as funding permits. Application deadline: May 31, 2008.

News from Kresge
A clarification to the Kresge application process.
The Kresge Foundation is a private foundation that supports communities by building the capacity of nonprofit organizations in six particular fields of interest: health, the environment, arts and culture, education, human services and community development.
Organizations that are currently in the process of completing full proposals have until March 31, 2008 to submit their proposals. Organizations that have not begun the application process but are planning to submit a new application are encouraged to first submit a Letter of Intent. This will be a requirement beginning April 1, 2008. Letters of Intent are accepted year round and reviewed throughout the year.

Knight Arts Partnership
The John S. and James L. Knight Foundation has announced the Knight Arts Partnership, a $60 million initiative to support the arts in South Florida. The initiative has two parts: three large grants totaling $20 million to the Miami Art Museum, the Museum of Contemporary Arts in North Miami, and the New World Symphony; and a community challenge through which the foundation will commit $20 million over five years as challenge grants to fund innovative ideas in the arts in Miami-Dade and Broward counties. The challenge invites ideas from nonprofits,
companies, and individuals, as well as from applicants of all nationalities and ages. While programs or projects must take place in Miami-Dade or Broward, the program is open to outstanding ideas from anyone in Miami-Dade, Broward, Monroe, and Palm Beach counties. However, applicants must find other funding to match the grant from Knight. Application deadline: April 15, 2008.

Challenge Grant Program
The Kresge Foundation has broadened the reach of its Challenge Grant Program to better support nonprofit organizations that are working to address society’s pressing issues in six fields of interest: health, the environment, arts and culture, education, human services, and community development. The goal is to help organizations to strengthen their long-term sustainability. Eligible facilities capital projects include: construction of facilities; renovation of facilities; purchase of real estate and conservation easements; and major integrated equipment systems. Eligible applicants include: 501 (c)(3) organizations not classified as private foundations; government entities; religious organizations; fully accredited degree granting colleges and universities; Elementary and secondary schools that serve predominately students with physical and/or developmental disabilities; Hospitals that are accredited by the Joint Commission on Accreditation of Healthcare Organizations; and charitable international organizations. Application deadline: March 31, 2008.

Motorola Lincoln Grants
The Motorola Foundation, the philanthropic arm of global communications company Motorola, will partner with the Chicago History Museum to commemorate the 200th anniversary of Abraham Lincoln's birth. Working in collaboration, the groups will identify projects developed by civic, educational, and cultural organizations that actively engage the public in lessons drawn from Lincoln's life. The $750,000 grant program will fund programs that focus on three themes: Bringing history into the future; Engaging in current events; and Leadership skills. The awards will fund curriculum design, speech competitions and debates, community programming developed by educators in schools, community organizations, museums, arts and culture organizations, and other nonprofits exploring themes such as diversity, freedom, history, and leadership. Applicants may request up to $25,000. Select organizations may be asked to apply for larger grants. Grants will be awarded in two cycles: organizations must apply for spring grants by March 30, 2008; the fall application deadline is July 30, 2008.

State Touring Program – Presenters
The purpose of the State Touring Program is to bring live performance to every corner of the state by the finest of Florida’s performing and visual artists. The Presenters component supports live performances by Florida’s performing and visual artists by providing matching grants to non-profit organizations wishing to present companies listed on the State Touring Roster. Priority is given to underpopulated counties. Applicants (presenters) may request fee support to represent artists featured in the State Touring Program Roster. The next deadline for presenters to apply is May 1, 2008.
